average people have gotten used to AI being everywhere. so when deep seek came outta no where and lost the stock market millions. that prob made people who were previously ignoring all the ai news become interested and it might have lead to them getting a boost in users with some short term interest.
Additionaly open AI has been integrating itsself into other places. For example, duck.ai is something that ive been using recently when im not running my own model at home (because my models stupid) and there is an option to use chatgpt. If open ai is counting every user there as one of their users, then yea, i could imagine this number be legit. Also not just duck.ai, there are many projects that are integrating chatgpt into it, if you add up all the users of those apps, im sure they could hit that number.
Still, just because you have that many users does not mean that they are all using it often, lots of ppl have switched over to deepseek and llama so im sure that took a chunk of users away too
