"If your device does not meet these requirements, you may not be able to install Windows 11 on your device and might want to consider purchasing a new PC"
so they totally know that its possible to run cut down versions of the os. they set those min specs because they are reccomended if you want to have a good experience. Same reason they dont put a motorcycle engine into a SUV. ppl would get mad at the manufacture for building a car thats very under-powered. by telling users and manufactures that 4gb is what they should be using, they are setting up expectations for users.
I dont think that there is anything wrong with an OS and all its running packages taking up min 4gb at idle.... If its needed. and thats the issue with windows, there is lots of bloat and unneeded things that make the experience awful. Dont be mad at the min specs, be mad at the os for having a bunch of bloat installed. use the tool that i linked to remove most of that stuff and to disable some "features" that do nothing buy spy on you and use system resources to send telemetry to microsoft and whatnot.
